I used to make a version of this cookie from an old cookbook that I stole from my mother.  Time has not been kind and I have gently misplaced that book.  Found this recipe on the interwebs and it is a close approximation to what I used to make in years past.  

Variations of this have always included sticking a Popsicle stick in the cookie to make them into lollipops.
